Enormous earthquake in Indonesia causes tsunamis

In the nine hours following the enormous earthquake off Sumatra, 14 aftershocks with magnitudes between 5.7 and 7.3 occurred along the arc from Sumatra towards Nicobar and Andaman Islands.

The string of seismic events began when an enormous earthquake occurred off the West coast of Sumatra today (26 December 2004) at 11:59am ESST (0.58 UT). It measured magnitude 9. - source

Countries affected: Indonesia, Sri Lanka, India, Thailand, Somalia, Myanmar, Malaysia, Maldives, Tanzania, Bangladesh, Seychelles and Kenya. Madagascar, Mauritius, Cocos Island and Reunion.

The tsunami crossed into the Pacific Ocean and was recorded in New Zealand and along the west coast of South and North America.

The earthquake was felt (VIII) at Banda Aceh and (V) at Medan, Sumatra and (II-IV) in parts of Bangladesh, India, Malaysia, Maldives, Myanmar, Singapore, Sri Lanka and Thailand.

A mud volcano near Baratang, Andaman Islands began erupting on December 28. This is the fourth largest earthquake in the world since 1900 and is the largest since the 1964 Prince William Sound, Alaska earthquake. - USGS

Thu Jan 6 2005 - Mr Brown's package for the developing world will combine massively increased aid, fairer trade rules and debt write-offs to transform the prospects of poor countries, particularly in Africa.

"The true test of the international community will be how we can fund and assist both the immediate day-to-day emergency services needs but also the long-term reconstruction of these countries," he said.

Mr Brown's speech in Edinburgh comes ahead of a week-long trip to the African states of Kenya, Tanzania, Mozambique and South Africa.

Tony Blair is at his monthly press briefing and is raising many of the same points. He has also fended off criticism for his decision to stay on holiday in the wake of the crisis and allegations of a delayed response to the plight of British victims and their families caught up on the crisis.

Mr Blair last night denied there was anything strange about the timing of his conference announced just yesterday to clash with the Chancellor's long-scheduled speech.

By 1947 there was still little progress, however. Drought in 1947 and a cold winter in 1947-48 aggravated an already poor situation.

One of the strongest motivating factors was the beginning of the Cold War. The American government had grown very suspicious of Soviet actions and concerned about possible communist domination of Europe. Speculation Heats Up Over Who Will Head World Bank

With U.S. Trade Representative Robert Zoellick out of the running to succeed James Wolfensohn as World Bank head, speculation heated up over who will lead one of the globe's top lenders.

Officials said on Thursday Zoellick was set to be named deputy to incoming Secretary of State Condoleezza Rice, ending months of rumors in Washington that he was set for the World Bank post.

Western, Asian militaries at the sharp end of relief efforts

Jan 04, 2005 - Militaries from the United States, Australia, Europe, Thailand, India and elsewhere have been deployed to help with the massive relief effort underway in Asia, with the personnel tackling the toughest obstacles to aid reaching survivors of the tsunami catastrophe.

Ships and aircraft designed for war have become key tools in conducting reconnaissance missions in remote areas of Indonesia and India, and bringing in desperately needed food, water and medicine.

At the same time, soldiers, marines and sailors have been putting logistical know-how to work to make sure supplies are spread around and that bottlenecks in ports and airports do not bring efforts to a halt. source

UN to coordinate all international aid for tsunami

Friday 7th January, 2005 - U.N. Secretary-General Kofi Annan said the contributions of the group had been invaluable in the early response to the disaster, but added that now, The U.N. is in the lead with regard to the coordination of the humanitarian effort.

Up to $4 billion in aid has been pledged already, but Annan urged nations to quickly convert pledges to cash, saying the number of dead, estimated now at more than 150,000, could double if aid is not speedily delivered.

Participants at the conference are also discussing an early warning system for the region, as well as possible debt relief for the affected countries.

More than 20 leaders of donor and disaster-hit countries and international organizations are attending the Jakarta conference, including World Bank President James Wolfensohn, as well as the prime ministers of Japan, China, Australia and South Korea. source

Blair promises to step up contribution ahead of summit

As world leaders gathered in Indonesia for the first global summit on the tsunami disaster, Tony Blair promised that Britain would give "hundreds of millions of pounds" to the victims.

Mr Blair made the pledge as he defended his decision not to cut his holiday short after the disaster. Britain, Germany and Australia have now substantially increased promises of aid to states devastated by the tsunami. Germany has now offered $674m, (357m) while Britain says its aid will expand hugely over the next few weeks.

Australia is now the biggest contributor, having pledged $765m (406m) to Indonesia, its neighbour. The one-day conference in Jakarta will be attended by top officials from donor countries, and global humanitarian groups, including Kofi Annan, the UN secretary general, the Australian Prime Minister, John Howard, the US Secretary of State, Colin Powell, and Jack Straw, the Foreign Secretary.

Altogether more than $3bn (1.6bn)has been promised so far. A major effort is now being made to distribute the aid as world leaders prepare to meet in Indonesia today. source

Hypocrisy and self interest at tsunami summit in Jakarta

[excerpt] - One of the more naked examples of predatory self-interest was provided by Australian Prime Minister John Howard who stole the media limelight in Jakarta with an offer of $A1 billion in aid to Indonesia. Howard was unapologetic about the fact that the money would not be channelled through the UN and that it would only go to Indonesia, not to any of the other affected countries. As far as Canberra is concerned, the tsunami disaster constitutes an ideal opportunity to press ahead with Australian ambitions for a more interventionist economic and strategic role within the region, especially Indonesia.

In comments yesterday, Howard declared that the aid program was a historic step in relations between Australia and Indonesia. The package$A500 million in direct aid and $A500 in loans over five yearswill involve the dispatch of Australian officials to Jakarta to supervise operations. Australian Foreign Minister Alexander Downer told the media that ultimately reconstruction would be an Indonesian responsibility, leaving no doubt that Canberra would hold the whip hand in the management of funds.

The last time Howard trumpetted his concern for the welfare of the Asian masses was in East Timor in 1999. Canberra seized upon the militia violence instigated by the Indonesian Armed Forces (TNI) to justify an Australian-led military intervention to secure its interests in the regionabove all, control over the Timor Sea oil and gas reserves. Five years after the Australian operation, the tiny independent statelet remains completely dependent economically and militarily on the major powers and the majority of East Timorese are still living in abject poverty.

Like other leaders at the Jakarta summit, Howard warmly embraced Indonesian President Susilo Bambang Yudhoyonoa retired general prominent in the former Suharto dictatorship. Having secured Australian interests in East Timor, Howard has long since dropped any criticism of the role of the Indonesian military. No mention was made, by the Australian prime minister or any other leader, of the TNIs brutal war of repression in Acehthe Indonesian province devastated by earthquake and tsunami. As part of relief operations, Australian and US troops are now in Aceha key strategic area adjacent to the Straits of Malaccacollaborating closely with the Indonesian military, even though the latter is continuing its offensive against local separatist rebels. - WSWS

Tensions flare in quake countries

Fresh tensions between government and rebels in the two countries worst hit by the tsunami disaster threaten to undermine aid efforts.

In Sri Lanka, the Tamil Tigers have warned of serious consequences if government soldiers are not withdrawn from welfare camps.

They also continue to complain that little aid has been sent to rebel areas, despite government denials.

In Indonesia, the government and rebels have accused each other of attacks.

The authorities say that separatist fighters in Aceh province are exploiting the tsunami disaster and have provoked skirmishes with Indonesian soldiers.

The Free Aceh Movement, or GAM, has made similar accusations about government troops. BBC

Suprise suprise: Bin Laden makes an appearance on Dec 27th

In the tape aired on Al Jazeera on Dec. 27, Bin Laden reiterates his call to supporters to target oil installations in Iraq and the Gulf as a way to foil American plans to control and profit from them.

And in another tape on Dec 16, Bin Laden uses economic concepts to explain why the price of oil should be $100 a barrel.

He argues that while the prices of other commodities have multiplied, the price of oil decreased to as low as $9 per barrel in the 1990s.

The editor of Al-Quds Al-Arabi, Abdul Bari Atwan, agrees with Bin Laden, saying the United States is paying much less than the fair market value for Arab oil.

He argues that the United States manipulates oil prices by decreasing the value of the dollar and pressuring Saudi Arabia into pumping more oil.

Some Arab economists, however, question the wisdom of attacking oil installations in Iraq and the Gulf. Egyptian economist Dr. Hussein Abdullah strongly argues against destroying Arab oil installations. Instead Arabs should make sure that oil is sold at a fair market value, which he estimates to be $50 dollars a barrel. Kuwaiti economist Dr. Sami Al-Faraj of the Kuwaiti Center for Strategic Studies says targeting Arab oil facilities "would be a waste of Arab resources and thus further weaken their ability to influence international events."

He adds, "This would only benefit other oil producing countries like Mexico and Venezuela.." Saudi accepts resignation of intelligence chief

RIYADH, Jan 26 (Reuters) - Saudi Arabia accepted on Wednesday the resignation of the kingdom's intelligence chief Prince Nawaf bin Abdul-Aziz, state television reported. King Fahd issued a royal decree removing Prince Nawaf from his post "based on his request" and appointing him as an adviser at a ministerial level, the television said.

For centuries, war has involved not only human conflict but also environmental destruction in the forms of both 'collateral damage' and deliberate destruction of environments. Environmental destruction has been used as a war-winning strategy and as a punishment for defeated opponents. The Romans routinely destroyed the crops of their enemies to ensure their future dependence on Rome and the Russians have twice destroyed their own crops and homes in a "scorched earth" policy to prevent those resources from being useful to either Napoleon or Hitler. The near extinction of America's once vast herds of buffalo was, in part, linked to an assault against Indian tribes through their resource base.

As war has become increasingly technologically advanced so its impacts on the environment have become more severe and longer-lasting. In the case of the American war in Vietnam, the destruction of forest ecosystems with broad-leaf herbicides has directly impacted not only the ecosystems in which they were used, but also has had long-term effects on human health.

The environmental impacts of modern war can be grouped into three areas:

1) The consequences of preparing for war.
2) The immediate effects of war.

On November 28th, one month ago, Reuters reported that during a 3 day span 169 whales and dolphins beached themselves in Tasmania, an island of the southern coast of mainland Australia and in New Zealand. The cause for these beachings is not known, but Bob Brown, a senator in the Australian parliament, said "sound bombing" or seismic tests of ocean floors to test for oil and gas had been carried out near the sites of the Tasmanian beachings recently.

According to Jim Cummings of the Acoustic Ecology Institute, Seismic surveys utilizing airguns have been taking place in mineral-rich areas of the worlds oceans since 1968. Among the areas that have experienced the most intense survey activity are the North Sea, the Beaufort Sea (off Alaskas North Slope), and the Gulf of Mexico; areas around Australia and South America are also current hot-spots of activity.

The impulses created by the release of air from arrays of up to 24 airguns create low frequency sound waves powerful enough to penetrate up to 40km below the seafloor. The source level" of these sound waves is generally over 200dB (and often 230dB or more), roughly comparable to a sound of at least 140-170dB in air.

According to the Australian Conservation Foundation, these 200dB 230dB shots from the airguns are fired every 10 seconds or so, from 10 meters below the surface, 24 hours a day, for 2 week periods of time, weather permitting.

These types of tests are known to affect whales and dolphins, whose acute hearing and use of sonar is very sensitive.

On December 24th there was a magnitude 8.1 earthquake more than 500 miles southeast of Tasmania near New Zealand, with a subsequent aftershock 6.1 a little later in the morning that same day. - Earthquake: Coincidence or a Corporate Oil Tragedy?

It is one of the loudest sound systems devised by man, capable of sending a sonic boom so thunderous experts warn it can rupture the brains of whales hundreds of miles away.

Yet defence chiefs have earmarked a staggering 340m for a new submarine sonar system increasingly linked to a number of mysterious whale deaths. Experts yesterday condemned the decision to press ahead without even a public meeting into its effects. A single ping of the new low-frequency technology can affect animals across 3.8 million square kilometres of water, roughly the size of the Pacific Ocean.

The noise, far greater than any natural sound, has been linked to ear damage and harm to body tissue, and can trigger intense confusion. Startled whales surface too quickly and suffer the bends, a decompression sickness that affects deep-sea divers but was thought an impossible condition in whales.

Environmentalists believe the introduction of the new radar violates marine laws to which the UK has signed up. They point to a series of whale strandings that coincided with naval exercises involving sonar, to support their concern. During the latest, a fortnight ago, a NATO exercise off Morocco was followed by two dead whales being washed ashore on the nearby Canary Islands. source

The Natural Resources Defense Council has already secured an injunction limiting the U.S. Navys use of new low-frequency sonar that can travel vast distances through the oceans, and is now targeting the more common mid-frequency sonar.

US denies foreknowledge of Asian tsunami

Washington: The State Department denied on Friday that it had foreknowledge of the tsunami, but withheld it from South Asian countries, while warning the US base at Diego Garcia, thereby preventing damage to it.

It also denied that the tsunami was caused by underground nuclear tests, saying these allegations were utterly false and fell in the category of misinformation.

Todd Leventhal, State Department-designated Chief, Counter Misinformation/Disinformation Team told Daily Times that after the South Asian tsunami, two false misinformation allegations have arisen, first that Washington had foreknowledge of the impending disaster but held back the information and, secondly, that the giant wave was caused by a subterranean nuclear explosion.

Regarding the foreknowledge allegation, Leventhal said the facts are that scientists at the Pacific Tsunami Warning Center (PTWC) in Hawaii, which tracks earthquakes and the danger of tsunamis in the Pacific, detected the earthquake immediately. Their initial calculations were that it was an 8.0 quake, which is 10 times less powerful than the 9.0 quake it was eventually determined to be. The earthquake was felt hundreds of miles away in the Australian state of Tasmania, causing buildings to shake for up to 15 seconds, said Cvetan Sinadinovski of Geoscience Australia. However, no one was injured and buildings were in no danger of collapsing because the quake struck so far off the coast.

"If it happened underneath a population centre in Australia, this would probably have destroyed a whole city," Sinadinovski said.

He said it was the biggest quake anywhere in the world since one near the coast of Peru in 2001. The 8.4-magnitude temblor on June 23, 2001 killed 74 people, the US Geological Survey said.

The 22 staff of the Australian Antarctic Division – mostly scientific researchers spending the Southern Hemisphere summer on Macquarie Island, slept through the quake.

"Nobody felt anything," said Tony Press, a spokesman for the government-funded research organisation.

It is an event so large that the best seat in the house is in space: a massive iceberg is on a collision course with a floating glacier near the McMurdo Research Station in Antarctica. NASA satellites have witnessed the 100-mile-long B-15A iceberg moving steadily towards the Drygalski Ice Tongue. Though the iceberg's pace has slowed in recent days, NASA scientists expect a collision to occur no later than January 15, 2005.

The B-15A iceberg is a 3,000-square-kilometer (1,200-square-mile) behemoth that has a history of causing problems. It is the largest fragment of a much larger iceberg that broke away from the Ross Ice Shelf in March 2000. Scientists believe that the enormous piece of ice broke away as part of a long-term natural cycle (every 50-to-100 years, or so) in which the shelf, which is roughly the size of Texas, sheds pieces much as human fingernails grow and break off.

The berg initially drifted toward McMurdo Sound and grounded near Cape Crozier on Ross Island. It has since broken into pieces, the largest of which is B-15A.

Mr. Feng-Keng (Frank) Chang retired from the Geotechnical and Structures Laboratory in 1992, after 25 years of service to the federal government. But many years before he came to work for GSL, Chang had an opportunity to go where few men had gone before Â- the Antarctic.

In 1957, Chang was a graduate student at St. Louis University, enrolled in the Department of Geophysics and Geophysical Engineering. At that time, scientists from around the world were planning to conduct geophysical studies at the North and South Poles in an effort to improve their understanding of the earth and its environments. This endeavor, named the International Geophysical Year (IGY), ran from July 1957 to December 1958.

Chang was accepted into the program, and after two months training, he and his colleagues joined the last expedition of the IGY-Horlick Mountain Traverse in December 1958. This effort, and others to follow, was commonly known as Deep Freeze IV. Chang's job as Chief Seismologist was to conduct seismic, gravity and magnetic explorations on the Marie Byrd Land Traverse from 1959 to 1960. Chang's group made two traverses into the Antarctic. Between traverses, scientists stayed at Byrd Station, analyzing data, calibrating and repairing equipment.

His group consisted of 23 scientists, all operating out of Byrd Station. From December to midsummer, Chang worked closely with glaciologists to estimate the thickness of the Antarctic ice through the observation of artificial earthquakes.

The method commonly used for determining ice thickness was known as seismic "shooting." Developed primarily for finding oil deposits, the technique was borrowed by scientists to measure glacier depths. Chang would generate a small-scale earthquake, then measure the time it took the resulting vibrations to travel through the ice to the underlying rock and back to the surface. This "earthquake" was generated by electrically fired explosives, ranging in size from a few grams to many pounds. TNT was the explosive of choice, since it had less risk of accidents than other explosives in the extremely cold conditions. - source

German scientists are adapting a habitat designed by the European Space Agency to replace the aging Neumayer II Research Station a snow-covered pair of metal tubes buried amongst the snow of the Ekstrom Ice Shelf in Antarctica's Atka Bay.

ESA's insect-like SpaceHouse habitat is designed to be nearly earthquake proof to deal with shifting ice floes and borrow materials and energy technologies originally developed for the agency's space missions.

Operation Deep Freeze

After the war the most massive assault on the continent, "Operation Highjump," was launched. There were 13 ships including a carrier and a submarine (!) as well as 19 aircraft and 4000 men who went south on a massive mapping and survey mission during the 1946-47 summer. A new tent camp at Little America IV was occupied north of the earlier bases, to support some of the flight operations. Unfortunately the expedition results were not the best, partly because of the lack of ground control so that the aerial photography could be coordinated with known landmarks, and partly because there was limited emphasis on science. In the next few years a second smaller Navy project, Windmill, sent icebreakers to further explore the coastline, and Finn Ronne took a private expedition to East Base. However, the "Highjump II" expedition scheduled for 1949-50 was cancelled for political and economic reasons.

IGY planning originated in the international scientific community, based on two previous "polar years" in 1882-83 and 1932-33. Not wanting to wait another full fifty years, they eyed the period 1957-58 partly because it was a time of peak solar activity. The US scientific organizations involved included the US National IGY Committee and the separate National Program which was more directly concerned with mapping of Antarctica to document future US territorial claims. Eventually the IGY station sites were selected; although some of the scientists initially proposed a station at Pole, that idea did not get turned into reality until a Paris IGY scientific conference. The USSR delegation, which had arrived late, announced their intentions to build a station at Pole, and immediately the French conference chairman announced that the committee members "have accepted the offer of the United States to erect and man a South Pole Station." Remember that this was during the height of the cold war. At this point in time the US had not committed to build Pole, but now the "impossible" had suddenly been turned into a political necessity. Then as now the scientific funding came from Congress to NSF, which allocated it out primarily to other government agencies. The support funding went through DOD to "Task Force 43" the overall Navy command for "Operation Deep Freeze."

By the way, there is a bit of trivia behind the name "Operation Deep Freeze." The original name assigned by the Navy to the Task Force 43 operation was Project Longhaul, indicative of the long logistics pipeline between the United States and Antarctica. Before operations began, the name was changed to Operation Deepfreeze. The strength and structure of the resulting magnetic field is determined by the solar surface. The differential rotation produces a toroidal field near the base of the convection zone. The Charged Atmosphere as dynamo

 

The positive and negative ions in the atmosphere are accelerated in opposite directions by the earth electric field. The electric conductivity of the atmosphere below about 70 km. height is mostly in all directions where positive and negative small ions contribute nearly equally to the electric conductivity. There is an increase of conductivity with increasing latitude due to the increase of the ion density with latitude dependent on the cosmic ray intensity.

At an altitude of about 100 km. the electrons drift at right angles to the earth's magnetic field, while the ions move in the direction of this earth field. This area of peak amplitude is called the dynamo region where there is this range of peak parallel conductivity along the geomagnetic field lines of electric equipotential. The direction of the geomagnetic field changes from horizontal at the equator to vertical at the magnetic poles. Since the vertical current cannot flow out of the dynamo region, a polarization charge is built up on both boundaries of the dynamo region causing a vertical electric polarization field with the earth's surface. Amplification of electric current at the geomagnetic equator occurs within this dynamo region.

In fair weather regions far away from thunderstorm areas, one measures a downward-directed current density which is believed to be driven by the global thunderstorm activity. This current density is remarkably constant with height. Since the air is electrically conducting, the current is accompanied by a downward-directed electric field of the order of 100 volts per meter on the ground. The average potential between ground and the ionosphere, called the atmospheric electric potential is 240 kV. but varying between about 180 and 400 kV. The electric field on the earth's surface is always at right angles to the ground. This indicates that the earth's surface behaves like an electric equipotential layer for continuous electric fields with greater electric current density at higher altitudes along the surface. One source of the space charge near the ground is due to the electrode effect. The negative ions drift upward and the positive ions drift downward under the influence of the vertical electric field.

Manipulating the Ionosphere

Tesla also envisioned a way to send electricity through the air and through the Earth so that electrical power would be available everywhere, even in remote corners of the planet. This technology, which was only understood by Tesla himself, was incorporated in another famous experiment in 1908, where Tesla attempted to remotely light up the sky over the North Pole as a way of demonstrating this wireless power transmission technology to the world. At the time, Admiral Peary was leading an expedition to the Arctic and Tesla hoped that Peary would report on the phenomenon when he returned. Many believe that Tesla's experiment that evening caused the world's largest man made explosion in the remote Siberian village of Tungusta. Read more about that HERE.

If Tesla's power beam really did accidentally cause the Tungusta explosion, then we witnessed the first experimental use of the same weapon system has been developed by the US Department of Defense in Alaska's remote Poker Flats area, just North of Fairbanks. Although the capacity for destruction in Tesla's primitive prototype (some estimate equal to a large hydrogen bomb) was huge, this new military system is almost surely many magnitudes greater. Also, many similar systems have been deployed in a dozen specific locations around the globe -- presumably to be operated together for some undisclosed purpose. One can only hope that this new technology will be used for a peaceful purpose and that it will bring the respect for Tesla that has so far eluded him.

Teleforce was Nikola Tesla's charged particle beam projector, first mentioned in the New York Sun, July 10, 1934. As can be seen from Tesla's words written in a letter to J. P. Morgan, Jr., the Teleforce invention was primarily intended to be used as an instrument of national defense akin to an invisible "Chinese Wall of Defense". Tesla stated that nations, when detecting invading armies, could destroy their opponent's military units and reduce incoming aerial craft as far as 200 to 250 miles away. It is not known whether Tesla ever built a model of the Teleforce system, though in 1937, Tesla remarked, "But it is not an experiment ... I have built, demonstrated, and used it. Storms, Earthquake, Tsunamis as population control?

What follows is part of an article and interview with Tesla by Allan L. Benson, published in The World To-Day, Vol. XXI, No. 8, February 1912, Page 1763-1767.

The principle embodied in [experiments with resonance] interested Tesla, and he determined to try it upon a larger scale. He ordered from a steel company a steel link, two feet long and two inches thick. He was careful to specify that the steel should be of the best quality. As a matter of fact, the link was strong enough to bear a weight of hundreds of tons.

Tesla fastened to this link an electric vibrator, no larger than an alarm- clock, but so constructed that the frequency of the vibrations could be altered at will. He set the vibrator to going and then began to vary the vibrations for the purpose of getting the vibrator in "tune" with the link. For a long time, nothing happened -- the vibrations of the link and of the machine did not chance to coincide. But at last he got them together, the great steel link began to tremble, increased its trembling until it dilated and contracted like a beating heart -- and finally broke!

Sledge hammers could not have done it; crowbars could not have done it, but a fusillade of taps, no one of which would have harmed a baby, did it.

Tesla was pleased. He had learned something. He wanted to learn more. He put his little vibrator in his coat pocket and went out to hunt a half-erected steel building. Down in the Wall Street district, he found one -- ten stories of steel framework without a brick or a stone laid around it. He clamped his vibrator to one of the beams, and fussed with the adjustment until he got it.

"In a few minutes", he said, "I could feel the beam trembling. Gradually, the trembling increased in intensity and extended throughout the whole great mass of steel. Finally, the structure began to creak and weave, and the steel- workers came to the ground panic-stricken, believing that there had been an earthquake. Rumors spread that the building was about to fall, and the police reserves were called out. Before anything serious happened, I took off the vibrator, put it in my pocket and went away. But if I had kept on ten minutes more, I could have laid that building flat in the street. And, with the same vibrator, I could drop Brooklyn Bridge into the East River in less than an hour."

Tesla says that he can split the earth in the same way -- split it as a boy would split an apple -- and forever end the career of man.

This seems like quite a large order -- but see what he says about it.

"The vibrations of the earth," said he, "have a periodicity of approximately one hour and forty-nine minutes. That is to say, if I strike the earth this instant, a wave of contraction goes through it that will come back in one hour and forty-nine minutes in the form of expansion. As a matter of fact, the earth, like everything else, is in a constant state of vibration. It is constantly contracting and expanding.

"Now, suppose that at the precise moment when it begins to contract, I explode a ton of dynamite. That accelerates the contraction and, in one hour and forty-nine minutes, there comes an equally accelerated wave of expansion. When the wave of expansion ebbs, suppose I explode another ton of dynamite, thus further increasing the wave of contraction. And, suppose this performance be repeated, time after time. Is there any doubt as to what would happen? There is no doubt in my mind. The earth would be split in two. For the first time in man's history, he has the knowledge with which he may interfere with cosmic processes."

I asked Tesla how long he thought it would take him to split the earth in two. He said he didn't know. Months might be required; perhaps a year or two.

"But in a few weeks," he said, "I could set the earth's crust into such a state of vibration that it would rise and fall hundreds of feet, throwing rivers out of their beds, wrecking buildings, and practically destroying civilization.

"The principle cannot fail. It is as powerful when applied to the earth as it is when applied to a [violin note shattering a] wineglass, a [boy pushing a man on a] swing, or a steel link. Any one who doubts should only bear in mind the illustration of the swing. A small boy, by each time adding a pound to the force with which a 200-pound man swings, can soon set the man swinging with the force of 500 pounds. Tesla a champion of Eugenics

There is no conflict between the ideal of religion and the ideal of science, but science is opposed to theological dogmas because science is founded on fact. To me, the universe is simply a great machine which never came into being and never will end. The human being is no exception to the natural order. Man, like the universe, is a machine. Nothing enters our minds or determines our actions which is not directly or indirectly a response to stimuli beating upon our sense organs from without. Owing to the similarity of our construction and the sameness of our environment, we respond in like manner to similar stimuli, and from the concordance of our reactions, understanding is barn. In the course of ages, mechanisms of infinite complexity are developed, but what we call "soul " or "spirit," is nothing more than the sum of the functionings of the body. When this functioning ceases, the "soul" or the "spirit" ceases likewise.

I expressed these ideas long before the behaviorists, led by Pavlov in Russia and by Watson in the United States, proclaimed their new psychology. This apparently mechanistic conception is not antagonistic to an ethical conception of life. The acceptance by mankind at large of these tenets will not destroy religious ideals. Today Buddhism and Christianity are the greatest religions both in number of disciples and in importance. I believe that the essence of both will he the religion of the human race in the twenty-first century.

The year 2100 will see eugenics universally established. In past ages, the law governing the survival of the fittest roughly weeded out the less desirable strains. Then man's new sense of pity began to interfere with the ruthless workings of nature. As a result, we continue to keep alive and to breed the unfit. The only method compatible with our notions of civilization and the race is to prevent the breeding of the unfit by sterilization and the deliberate guidance of the mating instinct, Several European countries and a number of states of the American Union sterilize the criminal and the insane. This is not sufficient. The trend of opinion among eugenists is that we must make marriage more difficult. Certainly no one who is not a desirable parent should be permitted to produce progeny. The Earth as a weapon in 21st Century of Wars

The fact that military activities can cause freak weather by accident as well as deliberately as part of geophysical warfare, is indeed a frightening prospect for the planet. More so, when we know so little about the natural cycles of Earth and the impact of human activities on it to make good predictions of what will happen when human activities interfere with them, she says. A Russian strategic nuclear-powered submarine is poised to launch an innovative, compact, 80-kg spacecraft from the Barents Sea in the second quarter of this year. The Compass 2 satellite is expected to help make the first step in the practical forecasting of earthquakes from space.

The move comes as a result of extensive research into specific phenomena in the Earth's magnetosphere and ionosphere, often observed prior to earthquakes, by the Institute of Terrestrial Magnetism, Ionosphere and Radio Waves Propagation (IZMIRAN) of the Russian Academy of Sciences.

The first observations of ionosphere anomalies manifested days before major earthquakes date back to the 1960s. At first, treated no more seriously than UFOs, palm reading and astrology, the findings elbowed their way into the scientific domain in 1979 as the institute launched its Interkosmos 19 satellite. A recording analyzed after one major earthquake showed a prolonged area (narrow in latitude and very broad in longitude) of abnormal, low-frequency noise centered exactly above the earthquake's epicenter several hours before the first shock was felt. Officially registered as a scientific discovery, the phenomenon was later confirmed by findings from other satellites.

This area of research received a powerful push in December 1988 in the wake of a devastating earthquake in Armenia. A pool of Soviet scientific institutions developed a forecasting system that was to be deployed first onboard the Mir orbiter and then across the orbit within a network of unmanned spacecraft. After the Mir, Salyut 6, and Salyut 7 completed the early stages of the plan, the program was effectively buried with the demise of the Soviet Union, but went forward at the end of the turbulent 1990s.

While other precursors of major earthquakes - the concentration of radon, an inert gas, near the epicenter; the concentration of electrons in the ionosphere above the epicenter; and the content of crust-emitted metal-rich aerosols in the air, leading to an abnormally strong electric field there - had been piling up for a long time, they were always obtained as by-products of other research programs. Sufficient statistical data array required a separate specialized satellite.

In 2001, the institute took the lead in the effort, committing to make a satellite and inviting the Makeyev State Missile Center (Miass, Urals) to convert the Shtil (SS-N-23 Skiff) military missile into a launch vehicle for the project. Later, however, Makeyev also had to develop the satellite under the effort codenamed Vulkan (Volcano) in the Russian Space Agency's 2001-2005 Federal Space Program.

The first international Complex Orbital Magneto-Plasma Autonomous Small Satellite, or Compass, was orbited in December 2001 as a by-load together with the Meteor 3M, a Russian weather satellite, to provide insight into possible links between Earth's crust and magnetosphere behavior. This first field test of an earthquake forecast assessment system largely failed because, while early findings were very promising, the equipment developed jointly by Russia, Hungary, Greece, Ukraine and Poland soon ceased to operate.

Certain progress was made, however, as the data of Compass's launch mate, Meteor 3M, were analyzed by special methods to obtain earthquake precursors. On aggregate, 44 of 47 events registered between October 2002 and May 2003 agreed with data retrieved from land-based seismic records. The generally positive result has led to the upcoming Compass 2 launch and is likely to lead to a follow-up Compass 3 effort. The latter satellite is to be launched in the fourth quarter of 2006 to test more modern and efficient monitoring systems.

The International Space Station has also been long helping collect ionosphere information. Thanks to the ISS's low orbit, some research programs crucial for the future Vulkan disaster forecasting system have been conducted here as part of a broader effort codenamed Uragan (Hurricane).

On the ground, the Vulkan will include a network of geophysical laboratories, a downlink station and an analysis center. The ground facilities lack the scope and access to recordable events, which explains the need for an orbital component to yield a global survey of seismic activity with accurately timed warnings (one to five days between a precursor and a possible earthquake). All in all, two groups of small satellites are to be deployed at 400-500- and 900-1,000-km solar synchronous orbits.

When fully operational, the Vulkan's ground and spaceborne components will collect, process and analyze the disaster precursor data, thus contributing to medium-, long- and short-term plans of emergency management services in Russia and internationally.

Metagenesis: Occurs at 250C right when the kerogen is going to change into oil or gas.

Electromagnetic prospecting (EMP) is a technique for identifying the composition of deep underground structures in order to detect, quantify and monitor hydrocarbon (and other mineral) deposits. In this method electromagnetic fields are measured at multiple points on the earth’s surface over the area of interest using Superconductive Quantum Interference Devices (SQUIDs). Radar uses electromagnetic waves, which are transverse waves analogous to the S waves of seismic research. Sonar uses acoustic waves, which are analogous to the P waves of seismic research. All techniques use reflected waves, but radar and sonar rely on waves reflected back to the sending apparatus, whereas seismic research relies primarily on seismic waves transmitted to a distant station. Also, both sonar and radar rely primarily on artificially events or signals generated by the equipment, whereas seismic research relies mostly on natural events. However, seismic prospecting for oil and mineral deposits often does rely on signals returned to the sending apparatus, and on artificial events (usually small explosions on or just under the surface of the Earth.) Do earthquakes help produce oil?

Dave Mcgowan: I happened upon an interesting post the other day entitled "The End of Fossil Fuels," written by Thomas J. Brown in 1998. It seems that Mr. Brown was ahead of the curve in catching on to the 'fossil fuel' myth, because, as it turns out, the title of his article refers not to the purported end of the oil era, but rather to his "attempt to describe the inadequacy of the term 'fossil fuel' and to prevent its further usage in the English language through education in the mysteries of the hydrocarbon structures in the earth." Oil - tectonic correlation?

the graphic [above] -- a composite map of Indonesia. What can be seen quite clearly in [the] graphic is that oil and gas fields, as well as oil and gas seeps, follow a well defined arc that is also, strangely enough, marked by persistent earthquake and volcanic activity.

Being the naturally curious sort of guy that I am, and being also a native Californian, I thought it might be interesting to see if this same correlation holds true on my own home turf, so I did a little searching on the Internet and came up with two maps of the state of California -- one depicting the state's oil and gas fields and seeps, and the other depicting the location of the notorious San Andreas Fault. And - lo and behold - it turns out that pretty much the entire length of the San Andreas Fault, site of countless earthquakes, is marked by oil and gas seeps. And along both sides of the fault lie enormous oil and gas fields.

Weird, isn't it? I mean, you wouldn't expect 'fossil fuel' deposits to have any correlation with tectonic plate activity, would you?

What are we to make of this? [below] You don't need an advanced degree in geology to draw the conclusion that earthquakes and volcanic activity both appear to be manifestations of the pressures created by the buildup of abiotic hydrocarbons generated in, and rising from, the earth's mantle. In other words, earthquakes and volcanic eruptions are natural relief valves that operate when oil and gas seeps alone are not enough to ease the constantly building pressure. You could say, I suppose, that earthquakes and volcanic eruptions are just planet Earth's way of passing gas. Dave Mcgowan

Gamma ray burst may have wiped out sea life

A MIGHTY blast of radiation from an exploding star may have wiped out much of life in the sea 450 million years ago, scientists claim.

New research suggests that a gamma ray burst could have been responsible for the Ordovican mass extinction in which 60 per cent of all marine invertebrates died.

Gamma ray bursts are immensely powerful surges of radiation. Many are thought to have been caused by the explosions of stars over 15 times more massive than the Sun.

A burst creates two beams of gamma ray energy that race off across space in opposite directions.

The Ordovican mass extinction can be explained by a gamma ray burst within 6,000 light years of Earth, say scientists from the US space agency NASA and the University of Kansas.

Dr Adrian Melott, from the university, said: "A gamma ray burst originating within 6,000 light years from Earth would have a devastating effect on life. We don't know exactly when one came, but we're rather sure it did come - and left its mark."

HABARADUWA, Sri Lanka, May 25 (IPS) - In his 68 years, V T Piyasena has never lived through anything like the last five months. He lost a daughter and his son-in-law in the Dec. 26 tsunami, and was left with a partially damaged house.

''It has been absolute hell, I never want to go through it again,'' he told IPS standing inside his half-brick house, half-tent home near Habaraduwa in southern Sri Lanka.

Last week international donors pledged an unprecedented 3 billion U.S. dollars in tsunami reconstruction aid to Sri Lanka during the Sri Lanka Development Forum held in the central city of Kandy. The pledge, at the latest conversion rate would be 300 billion rupees. But it did not make any difference to Piyasena.

''No one knows what we have suffered in the last five months, look around, we are living in a tent, it is terribly hot, we still collect water from bowsers and there is no news where or when we will get new houses,'' Piyasena's wife Nanda Gamage said.

Like many other tsunami victims, Piyasena and his family believe they would only benefit from aid once permanent houses are built. Part of the frustration is due to the slow reconstruction effort, which followed the massive emergency relief, soon after the tsunami hit. On Dec. 26, the world's strongest earthquake in 40 years shook the region, with its epicentre under the sea in the northernmost tip of the Indonesian archipelago. The resulting tsunamis wreaked havoc around the Bay of Bengal, from Sri Lanka, India and the low-lying Maldives in the west, to Thailand and Malaysia in the east. Across Asia, about 290,000 people are either dead or missing after the tsunamis. In Sri Lanka, the Asian tsunami killed over 30,000 and left a million people internally displaced. Soon after the tsunami's destructive waves lashed the South-east Asian island, hundreds of local and foreign aid groups and volunteers poured into the disaster areas. But their efforts have not been matched by the reconstruction programme spearheaded by the government. A day before the donor conference, the Sri Lankan government said that out of an estimated total of 77,561 houses only 119 had been completed by May 15.

''The government officials are yet to even identify where we are to relocate. There is no information. How can we trust that aid will help us? asked H Punyasiri, whose house like Piyasena's is located within the 100 metre buffer zone where new construction is banned.

Government agencies last week said that around 55,000 new homes would have to be built to replace those destroyed within the buffer zone. However the World Bank upped the figure to 70,000.

''The proposed policy (of the buffer zone) would result in over 60 percent of the damaged housing units (about 70,000) in the coastal belt requiring relocation outside the buffer zone,'' the Bank said in a report titled 'The Economy, the Tsunami and Poverty Reduction'.

It is those who had their houses within the buffer zone who feel the most victimised. Wilson Gunathileke spends his days sitting in front of his wooden temporary house, near the famous tourist beach at Polhena in Matara, near the southern town of Galle.

''Some of these officials don't know where the beach is, they have no idea about the sea. Anyway by the time they get to us, they have already made the decisions,'' he told IPS. ''For the last four months I have lived either in a tent or a wooden shack and there is no sign of that changing.''

If change does not take place fast enough, some of the donors warned at the meeting, which ended on May 17, that problems will aggravate even further.

''Rising poverty and unemployment, worsened by the tsunami and slow development in conflict-affected areas, threaten Sri Lanka's social sector gains,'' said the United Nations Development Programme (UNDP) in a report released at last week's review of aid to the island.

The report notes the tsunami-magnified development challenges -- persistent slow growth, rising unemployment and malnutrition in rural areas and the conflict districts in the north and east.

''The tsunami disaster has increased the vulnerability of a large proportion of the very people whose income was to be uplifted under the government's poverty reduction programme,'' the report said.

More than a quarter of the affected population is estimated to be living below the poverty line of 1,423 rupees (14 U.S. dollars) per month. The total loss of jobs due to the tsunami is approximately 200,000. Economic growth forecasts have been cut by one percentage point to 5.0 for 2005. The Central Bank says the country needs six to eight percent growth to tackle poverty and unemployment. Last year growth was a 5.4 percent.

US admits detecting Indian Ocean tsunami and failing to issue warning

Friday, 24 June 2005 United States State Department officials today acknowledged that US scientists predicted a tsunami could form after the December 26 earthquake, but claimed that they failed to issue a warning because such waves are rare in the Indian Ocean. Scientists Indonesia, Sri Lanka and India, the worst affected countries, often alleged that the scientists in the US Geographic Survey were aware of the impending tsunami, and deliberately withheld information of the disaster, but this is the first time the US officials have ever admitted to it. Andrew Natsios, US Agency for International Development Administrator made the startling admission answering questions posed by journalists at press conference organized to update media on the progress maid by the US authorities in reconstructing the badly affected areas during the six months following the tsunami.

"Any earthquake that takes place of any magnitude in the world, our National Geographic Survey can tell you where it took place and the amount -- the level of the earthquake fairly quickly," Natsios said. "And that's what they use -- there is an early warning system for tsunamis in the U.S. along our coast."

"Tsunamis are unusual anywhere in the world, but as I said, particularly unusual in the Indian Ocean," he claimed. "They have to take place a certain place with certain geological formations before a tsunami can actually begin after -- in the aftermath of an earthquake."

But the tsunami warning centers warned US Naval Base on the small island of Diego Garcia of the monstrous wave that was racing towards the facility, because technically, the base belongs to the US Pacific Fleet and there is an active Tsunami warning system in the Pacific. The US administrator [previously] claimed that a warning system for the Indian Ocean was still not in place because the country's concerned are still debating the issue.

"The idea would be to put some buoys in place that are designed specifically to take data from the ocean and then transfer it into an alarm system in communities so that people can start evacuating if the earthquake looks like it's going to start a tsunami," he said. "And that's what they're debating. They're debating basically the buoy system, the alarm system and the evacuation system."

Tsunami poor 'not always priority'

25 jun 05 - RECONSTRUCTION efforts to help those hit by the Boxing Day tsunami had not always concentrated on the poorest victims, the charity Oxfam said today.

In its Targeting Poor People report on the eve of the tsunami's six-month anniversary, Oxfam said: "In some cases there has been a tendency to focus on landowners, business people and the most high profile cases, rather than prioritise aid to poor communities." Official figures list 180,355 dead around the Indian Ocean shore after a magnitude-9.3 tremor off Sumatra sparked the tsunami, although tens of thousands are still listed as missing. Explaining why it felt poorer people suffered most from the tsunami, Oxfam's report said "fragile houses were washed away while the brick houses of richer people were more likely to withstand the force".

The charity added that poor villages in remote areas had no doctors on hand and took longer to receive aid.

"A geographical coincidence meant that the tsunami affected some of the poorest people in each of the three worst-hit countries," the report added.

Barbara Stocking, director of Oxfam Great Britain, said: "The generous response of the public has put us in a strong position to address these problems.

"We must use this as an opportunity to help people work their way out of poverty and to ensure they are better placed to deal with natural disasters if and when they strike again."

Oxfam said it felt the general immediate relief effort was "a great success" in giving people shelter and water and stopping the outbreak of disease. The charity said it would spend $US250 million ($325 million) over the next five years to help those struck by the tsunami and would increase its focus on women and marginalised groups. - the australian

Tsunami aid: Not everyone can be helped equally

By Ken Moritsugu, Tharangambadi (Tamil Nadu) : From fishermen cleaning nets to women sorting fish, the tsunami-hit shoreline of this town in south India bustles with activity. More than 300 fishing boats, brightly painted with the names of donors, blanket the beach.

A mile away, the scene couldn't be more different. Only minimal aid has reached the dusty, almost abandoned village of Pudupalayam. Residents have struggled to eke out a living since salt from the tsunami spoiled the fields where they worked as labourers.

A year after the tsunami raced across the Indian Ocean, bringing devastation to 13 countries and killing an estimated 225,000 people, international aid agencies have relearned a bitter lesson - not everyone can be helped equally.

What's happened here has happened elsewhere: those who already were relatively well off are doing better with assistance from international donors, while those who were struggling before the tsunami often still are struggling.

Former US president Bill Clinton, meeting privately with aid groups last month as the UN special envoy for tsunami recovery, underscored the importance of reaching the region's poorest. "A successful reconstruction effort should ensure the protection of vulnerable populations," he was quoted as saying in a UN news release.

"The hope is that at the end of it, there's a better infrastructure, there's a more equitable social pattern," said Steve Hollingworth, the India director for CARE, a development agency active in the reconstruction.

"But the fact of the matter is that an emergency like this is an opportunity for some over and above others, and it makes vulnerable groups much more vulnerable than they were before," he said. "There's no way around it."

The plight of villages such as Pudupalayam is especially challenging in a country like India, where a decade of economic growth has spawned shopping malls and a burgeoning middle class, but still hasn't overcome a social system that remains divided largely along gender and caste lines.

"All the aid agencies and even the government are only looking after the fisher-folk," complained Shivalingam, a young and outspoken community leader. "They got their boats and their nets. We don't have any work."

The farm labourers of Pudupalayam come from the lowest caste in Indian society. Once derided as untouchables, today they're known as Dalits, a name that means "the oppressed".

Tsunami relief efforts initially overlooked them, many aid agencies weren't even aware the Dalit villages existed, let alone needed help. Now a growing number of groups are diverting resources to the Dalit victims in hopes of keeping them from sliding farther down the socio-economic scale, though the efforts come late.

It was only natural that the focus would fall on helping the fishing families of Tharangambadi. About 300 people died there in the Dec 26 tsunami, which claimed 11,000 victims in India. The village, about 150 miles south of Chennai, suffered major property damage as the sea flooded inland, sweeping away boats, houses and shops. Rescue workers arrived here within hours to assess the damage and begin the rebuilding process, aided by a tightly knit community that organised quickly to capitalise on multiple offers of reconstruction aid.

International aid agencies - flush with more contributions than ever before in response to a natural disaster - tripped over one another in the rush to build new boats for the town.

The Indian government reimbursed fishermen for lost boats. Anyone who received both a donated boat and government reimbursement was required to make a payment to the local village council, which presumably spent it on other needs.

The story has been very different for the Dalits of Pudupalayam and elsewhere. It was weeks before rescue workers visited most Dalit areas, and then only because some aid workers decided to see what was down a dirt turnoff they passed every day en route to a fishing village.

They stumbled on Marudhampallam, a Dalit hamlet of 371 families that lost 138 cows and 200 goats to the tsunami.

"They were people who were never reached by anyone," said Saikat Mukherjee from the West Bengal Games and Welfare Organisation, a group that is distributing tsunami relief for Ireland's Hope Foundation. His group purchased cows and goats for the community.

Even today, few relief groups seem to be aware of Pudupalayam. Aside from government food handouts, virtually the only assistance has come from an Indian organisation that works with Dalits.

The group, NESA, or New Entity for Social Action, is desperately short of money, said Peter Fernandes, who's overseeing its efforts to help 800 families from seven Dalit hamlets.

The lack of money shows. Other temporary housing shelters have thatched roofs to provide relief from the heat. At the camp built for Pudupalayam, a few palm fronds have been thrown on the tarpaper roofs, to negligible effect. NESA has not been able to pay the Rs.2,500 ($56) monthly rent for the land for the past six months. Now the owner, himself a Dalit, has asked NESA to vacate by January, because he wants to sell the property. Permanent homes for the 46 families aren't expected to be ready by then.

Residents of Pudupalayam acknowledge the tsunami's impact there was less dramatic than on communities closer to the coast. The water was about chest high when it surged into the village of 55 families. Only one person died. But the water did wash away livestock and possessions and damage houses. Worse, the seawater deposited salt in the rice paddies, which a year later remain a desolate brown. There are few signs of life in the village, which sits on an unmarked and unremarkable dirt road.

Selvaraj, 50, remains in the village to care for his cow, which survived. What he needs most, he said, pointing at the desolate rice fields, is work. An aid agency has ploughed the fields; when and if rice will grow again remains to be seen.

On paper, the government is not discriminating against the Dalits, though activists say they had to prod officials to include Dalits in government-compensation schemes. Those who lost a family member in the tsunami received Rs.100,000 (about $2,250), just as fishing families did. Those who lost houses will get new homes. But asset-based reconstruction isn't enough for the Dalits, aid officials said. Give a fisherman a boat and a net, and he's back in business. Helping the Dalits is a more complicated undertaking, requiring job training, temporary work and the rehabilitation of the rice fields. So far, job training appears modest in Dalit areas. In one temporary housing camp for Dalits, two brand-new foot-pedal sewing machines have been set up to teach tailoring skills. But for residents of Pudupalayam no such progress has been made.

Meanwhile, the fishermen of Tharangambadi are back at sea. So much money was donated for tsunami relief that Tharangambadi, like many Indian fishing villages, is awash in boats. The community has 360 today, up from 155 before the tsunami, according to the South Indian Federation of Fishermen Societies. The fishermen couldn't be happier. Many used to venture out to sea in primitive vessels, little more than four or five logs lashed together to form a short, shallow craft. Now they're plying the waters in 28-foot fibreglass-reinforced shells that run $1,900 apiece.

"It's more comfortable and it's safer," said Ravi, 35. "Our catch is good. The only problem is that fish prices have dropped."

The irony is that, while so little aid has flowed to the Dalits, the proliferation of boats may turn out to be a waste. Officials from the South Indian fishing federation think that more boats were distributed than the coast can absorb. With so many boats chasing the same resource, they predict that the catch per boat will fall, and some fishermen won't be able to cover their costs.

"More assets were distributed with good intentions," said Ephrem Soosai, who is overseeing the fishing federation's relief work in Tharangambadi. "Giving the poor an asset is a good thing. But it will not be sustainable over a long period."

For Dalits, the good fortune of their neighbours seems unfair. "We need something too," said Anjalai, a 45-year-old woman from a Dalit community near the fishing village of Nagore, about 15 miles down the coast from Tharangambadi.

Her neighbour, Kaliyama, a woman in her early 50s, said: "There's nothing wrong with helping the fishing communities. But if the total is 100 percent, at least 20 to 25 percent should be for us."

US terror law hinders Tsunami relief

[excerpt] - After the tsunami - which overall left more than 216,000 people dead or missing - aid agencies became the main industry along Sri Lanka's coast, arriving with enormous financial resources.

Donors from the United States and around the world have pledged $5.5 billion to nongovernmental organizations and the International Federation of Red Cross and Red Crescent Societies, according to the office of the United Nations Special Envoy for Tsunami Recovery, along with $1.4 billion pledged to the U.N.'s fund.

Faced with an overwhelming amount of outside support from 40 national societies, the International Federation of Red Cross Societies rushed to the scene to provide temporary relief, designating each chapter to different regions.

But one of the complications of post-disaster relief is that despite all the generosity from American donors, much of the money raised in the United States will not make its way to the regions most affected in Sri Lanka.

That's because the American Red Cross, which, at $568 million, received more money than any other organization for tsunami relief, is prohibited from operating in the most affected communities in Sri Lanka due to the U.S. Treasury Department's Office of Foreign Asset Control, which administers and enforces economic and trade sanctions against terrorist organizations, including the Liberation - insidebayarea.com

Millions given to tsunami 'sitting in bank accounts'

Millions of pounds of taxpayers' money given by the Government to the Asian tsunami appeal could still be sitting in the bank accounts of UN agencies and charities, spending watchdogs have found. Although more than £50 million was paid out within weeks of the disaster, delays in setting up humanitarian projects have left an unknown sum unspent. Following the disaster on Boxing Day 2004, which killed around 300,000 people, Tony Blair pledged £75 million in immediate aid. In the event, however, this was reduced to £64 million because so much money was being raised by private donations across the world. Of this sum, around £50 million was paid by the Department for International Development (DfID) to third parties, such as UN agencies and charities.

A report from the National Audit Office, published yesterday, commends the speed of the Government's response but questions what happened to all the money. Some of the projects handled by the third parties were delayed, but the unspent cash remained in the hands of the grant recipients. The department is now trying to find out what happened to the unspent cash and will seek refunds "where appropriate", the report said. However, officials are simply unable to say how much has been spent and where.

Sir John Bourn, the head of the NAO, said the Government should have done more to ensure proper account was made of the cash. "It remains important to keep control over the £50 million paid in grants to other organisations and to know how it is spent," he said.

Edward Leigh, the chairman of the Public Accounts Committee, also praised the rapid response but was concerned about the lack of follow-through. "One year on from the disaster, they don't know where that money went. They don't know if it was used where it was needed or if it's just sitting idly in a bank account," he said. "That is not good enough. The department must look much more closely at how these considerable sums of money are being used by the agencies involved."

A Whitehall spokesman said imposing too much red tape in the immediate aftermath of such a disaster could slow vital relief efforts. But organisations were now being asked to "fully account" for their spending and return unused cash. "DfID only provided funds for relief work to trusted third parties - aid agencies, NGOs, many of which we work with often - and only after agreeing a detailed programme of work," the spokesman added.
