Dominic Mckenzie Cummings (born 25 November 1971)

is a British political strategist who served as chief adviser to British Prime Minister Boris Johnson from 24 July 2019 until 13 November 2020.[1]

From 2007 to 2014, he was a special adviser to Michael Gove, including the time that Gove served as Education Secretary, leaving when Gove was made Chief Whip in a cabinet reshuffle. From 2015 to 2016, Cummings was director of Vote Leave, an organisation which successfully executed the 2016 referendum campaign for Britain's exit from the European Union. After Johnson was appointed Prime Minister in July 2019, Cummings was appointed as Chief Adviser to the Prime Minister. Cummings had a contentious relationship with Chancellor Sajid Javid which culminated in Javid's resignation in February 2020 after he refused to comply with Cummings's request to dismiss his special advisers.

A scandal involving Cummings occurred in May 2020, after it was reported that he travelled to his parents' farm in Durham during the COVID-19 pandemic lockdown while experiencing COVID-19 symptoms. 45 Conservative MPs called for his resignation and Cummings was criticised by opposition parties for noncompliance with public health restrictions.[2][3] After Cummings held a press conference explaining his journey, Prime Minister Johnson supported his chief adviser by saying Cummings had acted "responsibly, legally and with integrity".[4] Durham police said that they did not consider an offence was committed when Cummings travelled from London to Durham and that a minor breach might have occurred in travelling from there to Barnard Castle. The scandal is thought to have affected the public's trust in the government's pandemic response.[5]

After leaving Downing Street in November 2020, Cummings has criticised the government's response to the COVID-19 pandemic and Johnson's leadership.

Introduction

This blog looks at an intersection of decision-making, technology, high performance teams and government. It sketches some ideas of physicist Michael Nielsen about cognitive technologies and of computer visionary Bret Victor about the creation of dynamic tools to help understand complex systems and 'argue with evidence', such as 'tools for authoring dynamic documents', and 'Seeing Rooms' for decision-makers - i.e rooms designed to support decisions in complex environments.

It compares normal Cabinet rooms, such as that used in summer 1914 or October 1962, with state-of-the-art Seeing Rooms. There is very powerful feedback between:

a) creating dynamic tools to see complex systems deeper (to see inside, see across time, and see across possibilities), thus making it easier to work with reliable knowledge and interactive quantitative models, semi-automating error-correction etc, and

b) the potential for big improvements in the performance of political and government decision-making.

It is relevant to Brexit and anybody thinking 'how on earth do we escape this nightmare' but 1) these ideas are not at all dependent on whether you support or oppose Brexit, about which reasonable people disagree, and 2) they are generally applicable to how to improve decision-making - for example, they are relevant to problems like 'how to make decisions during a fast moving nuclear crisis' which I blogged about recently, or if you are a journalist 'what future media could look like to help improve debate of politics'. One of the tools Nielsen discusses is a tool to make memory a choice by embedding learning in long-term memory rather than, as it is for almost all of us, an accident. I know from my days working on education reform in government that it's almost impossible to exaggerate how little those who work on education policy think about 'how to improve learning'.

Fields make huge progress when they move from stories (e.g Icarus) and authority (e.g 'witch doctor') to evidence/experiment (e.g physics, wind tunnels) and quantitative models (e.g design of modern aircraft). Political 'debate' and the processes of government are largely what they have always been - largely conflict over stories and authorities where almost nobody even tries to keep track of the facts/arguments/models they're supposedly arguing about, or tries to learn from evidence, or tries to infer useful principles from examples of extreme success/failure. We can see much better than people could in the past how to shift towards processes of government being 'partially rational discussion over facts and models and learning from the best examples of organisational success'. But one of the most fundamental and striking aspects of government is that practically nobody involved in it has the faintest interest in or knowledge of how to create high performance teams to make decisions amid uncertainty and complexity. This blindness is connected to another fundamental fact: critical institutions (including the senior civil service and the parties) are programmed to fight to stay dysfunctional, they fight to stay closed and avoid learning about high performance, they fight to exclude the most able people.

"We should train them in the practical reasons for normal 'mega-project failure' and case studies such as the Manhattan Project (General Groves), ICBMs (Bernard Schriever), Apollo (George Mueller), ARPA-PARC (Robert Taylor) that illustrate how the 'unrecognised simplicities' of high performance bring extreme success and make them work on such projects before they are responsible for billions rather than putting people like Cameron in charge (after no experience other than bluffing through PPE then PR). NB. China's leaders have studied these episodes intensely while American and British institutions have actively 'unlearned' these lessons."

If the agent involved were a potential pandemic pathogen, such a community release could lead to a worldwide pandemic with many fatalities. Of greatest concern is a release of a lab-created, mammalian-airborne-transmissible, highly pathogenic avian influenza virus, such as the airborne-transmissible H5N1 viruses created in the laboratories of Ron Fouchier in the Netherlands and Yoshihiro Kawaoka In Madison Wisconsin.

‘Such releases are fairly likely over time, as there are at least 14 labs (mostly in Asia) now carrying out this research. Whatever release probability the world is gambling with, it is clearly far too high a risk to human lives. Mammal-transmissible bird flu research poses a real danger of a worldwide pandemic that could kill human beings on a vast scale.

‘Human error is the main cause of potential exposures of lab workers to pathogens. Statistical data from two sources show that human error was the cause of, according to my research, 67 percent and 79.3 percent of incidents leading to potential exposures in BSL3 labs…

In Science there was an interesting article on Qian Xuesen, the godfather of China's nuclear and space programs which also had a profound affect on ideas about government. Qian studied in California at Caltech where he worked with the Hungarian mathematician Theodore von Kármán who co-founded the Jet Propulsion Laboratory (JPL) which worked on rockets after 1945.

'In the West, systems engineering's heyday has long passed. But in China, the discipline is deeply integrated into national planning. The city of Wuhan is preparing to host in August the International Conference on Control Science and Systems Engineering, which focuses on topics such as autonomous transportation and the "control analysis of social and human systems." Systems engineers have had a hand in projects as diverse as hydropower dam construction and China's social credit system, a vast effort aimed at using big data to track citizens' behaviour. Systems theory "doesn't just solve natural sciences problems, social science problems, and engineering technology problems," explains Xue Huifeng, director of the China Aerospace Laboratory of Social System Engineering (CALSSE) and president of the China Academy of Aerospace Systems Science and Engineering in Beijing. "It also solves governance problems."

'The field has resonated with Chinese President Xi Jinping, who in 2013 said that "comprehensively deepening reform is a complex systems engineering problem." So important is the discipline to the Chinese Communist Party that cadres in its Central Party School in Beijing are required to study it. By applying systems engineering to challenges such as maintaining social stability, the Chinese government aims to "not just understand reality or predict reality, but to control reality," says Rogier Creemers, a scholar of Chinese law at the Leiden University Institute for Area Studies in the Netherlands...

'In a building flanked by military guards, systems scientists from CALSSE sit around a large conference table, explaining to Science the complex diagrams behind their studies on controlling systems. The researchers have helped model resource management and other processes in smart cities powered by artificial intelligence. Xue, who oversees a project named for Qian at CALSSE, traces his work back to the U.S.-educated scientist. "You should not forget your original starting point," he says...

'The Chinese government claims to have wired hundreds of cities with sensors that collect data on topics including city service usage and crime. At the opening ceremony of China's 19th Party Congress last fall, Xi said smart cities were part of a "deep integration of the internet, big data, and artificial intelligence with the real economy."... Xue and colleagues, for example, are working on how smart cities can manage water resources. In Guangdong province, the researchers are evaluating how to develop a standardized approach for monitoring water use that might be extended to other smart cities.

'But Xue says that smart cities are as much about preserving societal stability as streamlining transportation flows and mitigating air pollution. Samantha Hoffman, a consultant with the International Institute for Strategic Studies in London, says the program is tied to long-standing efforts to build a digital surveillance infrastructure and is "specifically there for social control reasons" (Science, 9 February, p. 628). The smart cities initiative builds on 1990s systems engineering projects - the "golden" projects - aimed at dividing cities into geographic grids for monitoring, she adds.

'Layered onto the smart cities project is another systems engineering effort: China's social credit system. In 2014, the country's State Council outlined a plan to compile data on individuals, government officials, and companies into a nationwide tracking system by 2020. The goal is to shape behaviour by using a mixture of carrots and sticks. In some citywide and commercial pilot projects already underway, individuals can be dinged for transgressions such as spreading rumors online. People who receive poor marks in the national system may eventually be barred from travel and denied access to social services, according to government documents...

'Government documents refer to the social credit system as a "social systems engineering project." Details about which systems engineers consulted on the project are scant. But one theory that may have proved useful is Qian's "open complex giant system," Zhu says. A quarter-century ago, Qian proposed that society is a system comprising millions of subsystems: individual persons, in human parlance. Maintaining control in such a system is challenging because people have diverse backgrounds, hold a broad spectrum of opinions, and communicate using a variety of media, he wrote in 1993 in the Journal of Systems Engineering and Electronics. His answer sounds like an early road map for the social credit system: to use then-embryonic tools such as artificial intelligence to collect and synthesize reams of data. According to published papers, China's hard systems scientists also use approaches derived from Qian's work to monitor public opinion and gauge crowd behaviour...

In Open Complex Giant System (1993), Qian Xuesen compares the study of physics, where large complex systems can be studied using the phenomenally successful tools of statistical mechanics, and the study of society which has no such methods. He describes an overall approach in which fields spanning physical sciences, study of the mind, medicine, geoscience and so on must be integrated in a sort of uber-field he calls 'social systems engineering'.

'Studies and practices have clearly proved that the only feasible and effective way to treat an open complex giant system is a metasynthesis from the qualitative to the quantitative, i.e. the meta-synthetic engineering method. What You Should Know About Megaprojects, and Why: An Overview

Megaprojects are large-scale, complex ventures that typically cost a billion dollars or more, take many years to develop and build, involve multiple public and private stakeholders, are transformational, and impact millions of people.1 Hirschman (1995: vii, xi) calls such projects "privileged particles of the development process" and points out that often they are "trait making," that is, they are designed to ambitiously change the structure of society, as opposed to smaller and more conventional projects that are "trait taking," i.e., they fit into pre-existing structures and do not attempt to modify these. Megaprojects, therefore, are not just magnified versions of smaller projects.

Megaprojects are a completely different breed of project in terms of their level of aspiration, lead times, complexity, and stakeholder involvement. Consequently, they are also a very different type of project to manage. A colleague likes to say that if managers of conventional projects need the equivalent of a driver's license to do what they do then managers of megaprojects need a pilot's jumbo jet license.2 And just like you would not want someone with only a driver's license to fly a jumbo, you don't want conventional project managers to manage megaprojects.

Megaprojects are increasingly used as the preferred delivery model for goods and services across a range of businesses and sectors, like infrastructure, water and energy, information technology, industrial processing plants, mining, supply chains, enterprise systems, strategic corporate initiatives and change programs, mergers and acquisitions, government administrative systems, banking, defense, intelligence, air and space exploration, big science, urban regeneration, and major events. Examples of megaprojects are high-speed rail lines, airports, seaports, motorways, hospitals, national health or pension ICT systems, national broadband, the Olympics, large-scale signature architecture, dams, wind farms, offshore oil and gas extraction, aluminum smelters, the development of new aircrafts, the largest container and cruise ships, high-energy particle accelerators, and the logistics systems used to run large supply-chain-based companies like Amazon and Maersk.

Tera projects

"Tera" is the next unit up, as the measurement for a trillion (a thousand billion). Recent developments in the size of the very largest projects and programs indicate we may presently be entering the "tera era" of large-scale project management. If we consider as projects the stimulus packages that were launched by the United States, Europe, and China to mitigate the effects of the 2008 financial and economic crises, then we may speak of trillion-dollar projects and thus of "teraprojects." Similarly, if the major acquisition program portfolio of the United States Department of Defense – which was valued at 1.6 trillion dollars in 2013 – is considered a large-scale project, then this, again, would be a teraproject (United States Government Accountability Office, 2013:2). Projects of this size compare with the GDP of the world's top 20 nations, similar in size to the national economies of for example Australia or Canada. There is no indication that the relentless drive to scale is abating in megaproject development. Quite the opposite; scale seems to be accelerating.

In the summer of 1970, an international team of researchers at the Massachusetts Institute of Technology began a study of the implications of continued worldwide growth. They examined the five basic factors that determine and, in their interactions, ultimately limit growth on this planet-population increase, agricultural production, nonrenewable resource depletion, industrial output, and pollution generation.

The MIT team fed data on these five factors into a global computer model and then tested the behavior of the model under several sets of assumptions to determine alternative patterns for mankind’s future. World 3 modelling:

The World3 model is a system dynamics model for computer simulation of interactions between population, industrial growth, food production and limits in the ecosystems of the earth. It was originally produced and used by a Club of Rome study that produced the model and the book The Limits to Growth (1972). The creators of the model were Dennis Meadows, project manager, and a team of 16 researchers

The model was documented in the book Dynamics of Growth in a Finite World. It added new features to Jay W. Forrester's World2 model. Since World3 was originally created, it has had minor tweaks to get to the World3/91 model used in the book Beyond the Limits, later improved to get the World3/2000 model distributed by the Institute for Policy and Social Science Research and finally the World3/2004 model used in the book Limits to Growth: the 30 year update.[2]

World3 is one of several global models that have been generated throughout the world (Mesarovic/Pestel Model, Bariloche Model, MOIRA Model, SARU Model, FUGI Model) and is probably the model that generated the spark for all later models.

Cambridge Analytica & the Brexit Megaproject

July 30, 2019 - LONDON — Cambridge Analytica, the disgraced data analytics firm, conducted work for the Leave.EU campaign and the United Kingdom Independence Party ahead of the 2016 referendum on European Union membership, according to a former Cambridge Analytica official.

The revelation — outlined in internal emails between the data analytics firm and the political groups and submitted on Tuesday to the British parliament — contrasts with repeated denials by both Leave.EU and UKIP that they used Cambridge Analytica to target voters during the Brexit ballot.

Brittany Kaiser, the former head of business development at the firm, said that Leave.EU used datasets created by Cambridge Analytica to target voters with online political messages to potentially sway public opinion in 2016. The company has been at the center of a worldwide scandal about the illegal scraping of digital information from millions of Facebook users without their consent, and how this data was potentially then used for targeted political advertising.

"I have strong reasons to believe that those datasets and analyzed data processed by Cambridge Analytica as part of a Phase 1 payable work engagement ... were later used by the Leave.EU campaign without Cambridge Analytica’s further assistance," Kaiser wrote to Damian Collins, the head of the U.K. parliament's digital, culture, media and sport committee, which has held a series of hearings into the matter over the past 18 months.

"The fact remains that chargeable work was done by Cambridge Analytica, at the direction of Leave.EU and UKIP executives, despite a contract never being signed," she added, alongside a number of internal documents outlining the relationship between her former employer and the British political groups.

LONDON-Over the past 24 hours, seven people have checked into hospitals here with telltale symptoms. Rashes, vomiting, high temperature, and cramps: the classic signs of smallpox. Once thought wiped out, the disease is back and threatening a pandemic of epic proportions.

The government faces a dilemma: It needs people to stay home, but if the news breaks, mass panic might ensue as people flee the city, carrying the virus with them.

A shadowy media firm steps in to help orchestrate a sophisticated campaign of mass deception. Rather than alert the public to the smallpox threat, the company sets up a high-tech "ops center" to convince the public that an accident at a chemical plant threatens London. As the fictitious toxic cloud approaches the city, TV news outlets are provided graphic visuals charting the path of the invisible toxins. Londoners stay indoors, glued to the telly, convinced that even a short walk into the streets could be fatal.

This scenario may sound like a rejected plot twist from a mediocre Bond flick, but one company is dead set on making this fantasy come to life.

Strategic Communication Laboratories, a small U.K. firm specializing in "influence operations" made a very public debut this week with a glitzy exhibit occupying prime real estate at Defense Systems & Equipment International, or DSEi, the United Kingdom's largest showcase for military technology. The main attraction was a full-scale mock-up of its ops center, running simulations ranging from natural disasters to political coups.

Just to the right of the ops center, a dark-suited man with a wireless microphone paces like a carnival barker, narrating the scenarios. Above him a screen flashes among scenes of disaster, while to his right, behind thick glass, workers sit attentively before banks of computer screens, busily scrolling through data. The play actors pause only to look up at a big board that flashes ominously between "hot spots" like North Korea and Congo.

While Londoners fret over fictitious toxins, the government works to contain the smallpox outbreak. The final result, according to SCL's calculations, is that only thousands perish, rather than the 10 million originally projected. Another success.

Of course, the idea of deluding an entire city seems, well, a bit like propaganda.

"If your definition of propaganda is framing communications to do something that's going to save lives, that's fine," says Mark Broughton, SCL's public affairs director. "That's not a word I would use for that."

Then again, it's hard to know exactly what else to call it. (Company literature describes SCL's niche specialties as "psychological warfare," "public diplomacy," and "influence operations.") The smallpox scenario plays out in excruciating detail how reporters would be tapped to receive disinformation, with TV and radio stations dedicated to around-the-clock coverage. Even the eventual disclosure is carefully scripted.

In another doomsday scenario, the company assists a newly democratic country in South Asia as it struggles with corrupt politicians and a rising insurgency that threatens to bubble over into bloody revolution. SCL steps in to assist the benevolent king of "Manpurea" to temporarily seize power.

Oh, wait, that sounds a lot like Nepal, where the monarchy earlier this year ousted a corrupt government to stave off a rising Maoist movement. The problem is, the SCL scenario also sounds a lot like using a private company to help overthrow a democratically elected government. Another problem, at least in Nepal, is that the king now shows few signs of returning to democracy.

The company, which describes itself as the first private-sector provider of psychological operations, has been around since 1993. But its previous work was limited to civil operations, and it now wants to expand to military customers.

If SCL weren't so earnest, it might actually seem to be mocking itself, or perhaps George Orwell. As the end of the smallpox scenario, dramatic music fades out to a taped message urging people to "embrace" strategic communications, which it describes as "the most powerful weapon in the world." And the company Web page offers some decidedly creepy asides. "The [ops center] can override all national radio and TV broadcasts in time of crisis," it says, alluding to work the company has done in an unspecified Asian country.

The government's use of deception in the service of national security is not new. During World War II, for example, Allied forces conducted a massive misinformation campaign, called Operation Fortitude, designed to hide plans for the Normandy invasion. More recent efforts have met with controversy, however. In 2002, the Pentagon shuttered its brand new Office of Strategic Influence after public outcry over its purported plans to spread deceptive information to the foreign press.

Government deception may even be justified in some cases, according to Michael Schrage, a senior adviser to the security-studies program at the Massachusetts Institute of Technology. "If you tell the population that there's been a bio-warfare attack, hospital emergency rooms will be overwhelmed with people who sincerely believe they have all the symptoms and require immediate attention," Schrage says.

The problem, he adds, is that in a democracy, a large-scale ruse would work just once.

The U.S. government has generally sought to limit disinformation; some agencies-such as the CIA-are explicitly prohibited by law from misleading domestic press. And while the CIA is fond of concealment, it takes pride in the belief that truth is necessary for an open government, a sentiment chiseled into the agency's lobby. A successful outcome means thousands, not millions, will die in a catastrophe

What makes SCL's strategy so unusual is that it proposes to propagate its campaign domestically, at least some of the time, and rather than influence just opinion, it wants people to take a particular course of action. Is SCL simply hawking a flashier version of propaganda?

The spokesman's answer: "We save lives."

Yes, Broughton acknowledges, the ops center is not exactly giving the truth, but he adds, "Is it not worth giving an untruth for 48 hours to save x million people's lives? Sometimes the means to an end has to be recognized."

Who buys this stuff? Broughton declined to mention many specific clients, noting that disclosing SCL's involvement-particularly in countries with a free and open media-could make its campaigns less effective. However, he says that post-apartheid South Africa has employed SCL. So has the United Nations, he says.

The company's Web site is even vaguer, mentioning international organizations and foreign governments. A Google search produces only a handful of hits, mostly linked to the company's Web site. The company's work is based on something that even the spokesman admits you "won't find on the Web": the behavioural Dynamics Institute, a virtual lab led by Professor Phil Taylor of Leeds University.

But the company, which is funded by private investors, is now taking on a higher profile, and visitors flocked to the flashy setup here at the show. "Basically, we're launching ourselves this week on the defense market and homeland security market at the same time," Broughton explained.

If SCL has its way, its vision of strategic communications-which involves complex psychological and scientific data-could be used to shape public response to tsunamis, epidemics, or even the next Hurricane Katrina.

Well aware that the company may face controversy, particularly with its push into the defense market, Broughton emphasizes the company's role in saving lives.

"It sounds altruistic," he said. "There is some altruism in it, but we also want to earn money."

Palantir lives the realities of its customers: the NSA, the FBI and the CIA--an early investor through its In-Q-Tel venture fund--along with an alphabet soup of other U.S. counterterrorism and military agencies. In the last five years Palantir has become the go-to company for mining massive data sets for intelligence and law enforcement applications, with a slick software interface and coders who parachute into clients' headquarters to customize its programs. Palantir turns messy swamps of information into intuitively visualized maps, histograms and link charts. Give its so-called "forward-deployed engineers" a few days to crawl, tag and integrate every scrap of a customer's data, and Palantir can elucidate problems as disparate as terrorism, disaster response and human trafficking.

Palantir's advisors include Condoleezza Rice and former CIA director George Tenet, who says in an interview that "I wish we had a tool of its power" before 9/11. General David Petraeus, the most recent former CIA chief, describes Palantir to FORBES as "a better mousetrap when a better mousetrap was needed" and calls Karp "sheer brilliant."

Among those using Palantir to connect the dots are the Marines, who have deployed its tools in Afghanistan for forensic analysis of roadside bombs and predicting insurgent attacks. The software helped locate Mexican drug cartel members who murdered an American customs agent and tracked down hackers who installed spyware on the computer of the Dalai Lama. In the book The Finish, detailing the killing of Osama bin Laden, author Mark Bowden writes that Palantir's software "actually deserves the popular designation Killer App."

And now Palantir is emerging from the shadow world of spies and special ops to take corporate America by storm. The same tools that can predict ambushes in Iraq are helping pharmaceutical firms analyze drug data. According to a former JPMorgan Chase staffer, they've saved the firm hundreds of millions of dollars by addressing issues from cyberfraud to distressed mortgages. A Palantir user at a bank can, in seconds, see connections between a Nigerian Internet protocol address, a proxy server somewhere within the U.S. and payments flowing out from a hijacked home equity line of credit, just as military customers piece together fingerprints on artillery shell fragments, location data, anonymous tips and social media to track down Afghani bombmakers.

Those tools have allowed Palantir's T-shirted twentysomethings to woo customers away from the suits and ties of IBM, Booz Allen and Lockheed Martin with a product that deploys faster, offers cleaner results and often costs less than $1 million per installation--a fraction of the price its rivals can offer. Its commercial clients--whose identities it guards even more closely than those of its government customers--include Bank of America and News Corp. Private-sector deals now account for close to 60% of the company's revenue, which FORBES estimates will hit $450 million this year, up from less than $300 million last year. Karp projects Palantir will sign a billion dollars in new, long-term contracts in 2014, a year that may also bring the company its first profits.

The bottom line: A CIA-funded firm run by an eccentric philosopher has become one of the most valuable private companies in tech, priced at between $5 billion and $8 billion in a round of funding the company is currently pursuing. Karp owns roughly a tenth of the firm--just less than its largest stakeholder, Peter Thiel, the PayPal and Facebook billionaire. The executive director of Commercial Alert, a consumer group highly critical of Neuromarketing, wrote,

"What would happen if corporate marketers and political consultants could literally peer inside our brains and chart the neural activity that leads to our selections in the supermarket and voting booth? What if they then could trigger this neural activity by various means, so as to modify our behaviour to serve their own ends?"

This kind of response to Neuromarketing is not uncommon.

Is Neuromarketing Controversial?

The idea that Neuromarketing is any more controversial than traditional market research techniques rests on two assumptions. One, that Neuromarketing methods allow marketers to read the minds of their consumers, and two, that if they are able to read minds, they would surely have the ability to influence and control their minds as well.

Another complaint levelled against Neuromarketing is its so-called ability to push an irresistible 'buy button' in our brains thereby forcing us to want things, some of which may even be harmful to us, without being consciously aware of its influence.

While the technologies used in this field are advanced, they can by no means 'read minds' and there definitely isn't a simple 'buy button' in our brains. The brain is the most complex organ in the human body with billions of interconnected neurons, and we're only beginning to scratch the surface of how it all actually works.

Why Is Neuromarketing Thought To Be Controversial?

What Neuromarketing does do, is provide us with some valuable insight regarding human emotion and decision-making processes. These insights, however, cannot be used to control us. Rather, these insights are improving the products, services and marketing activities of companies to better meet the needs, wants, and desires of their target markets. As a result, these target market will have better consumer experiences. Despite this, Neuromarketing has emerged from a somewhat controversial past.

Much of this has to do with the fact that many Neuromarketing practitioners were secretive about their methodological approaches, and operated within a closed black box. In addition, the field was young and the evidence base for applying many of the clinical neuroscience techniques to commercial market research was small. However, it has in the last few years matured and come into its own as a legitimate industry with a set of established market research methodologies. So much so that it is set to change, replace and, in some cases, supersede some of the more common traditional market research practices, such as focus groups and survey research. Those who argue that Neuromarketing is controversial are, therefore, not fully acquainted with the field or understand the methodologies and principles used.

The field has, and to a large degree still is, been fairly academic and closely related to the clinical neurosciences. This has meant that the methodology and the associated language of discussing findings have made it hard for non-practitioners to understand Neuromarketing methodologies and the resulting findings. This, however, has changed significantly over the last few years as the methodologies have become more accessible, translational, and embedded within the market research field.

Neuromarketing is now no more controversial than any other field of applied neuroscience. The methodologies used are robust and findings are reported more and more with transparency. The Neuromarketing Science and Business Association has outlined a clear code of ethics and its members uphold the highest standards of scientific rigour, which is often not found in other market research organisations. This may even stand Neuromarketing apart from traditional market research. Neuromarketing is scientific in its approach, which emphasises reliability, replicability, and precision. It also embodies the scientific philosophies of truth.

Many traditional market research methodologies that have have been popularised on a global level lack this kind of rigour. This then raises the question of where the controversy may actually lie...

The use of fake news, deep fakes, Trojan horses, and digital avatars will create new suspicions which anyone can exploit.

It is easier and cheaper for adversaries to undermine trust in our own systems than to attack our power grids, factories or military compounds. Hence, it is likely that in the near future there will be more attacks, from a growing and much more diverse number of potential play- ers with a greater risk for escalation or miscalculation. The characteristics of cyberspace (lack of regulation, difficulties and associated risks of attribution of attacks in particular) mean that new actors, either state or non-state, are to be expected .

As the example of COVID-19 shows, the massive amount of texts on the subject, including deliberately biased texts (example is the Lancet study on chloroquine) created an information and knowledge overload which, in turn, generates both a loss of credibility and a need for closure. Therefore the ability for humans to question, normally, any data/information pre- sented is hampered, with a tendency to fall back on biases to the detriment of unfettered deci- sion-making.

It applies to trust among individuals as well as groups, political alliances and societies.

Operation MAR KARADAD

The Cambridge Analytica scandal that brought militarized targeting and profiling of citizens in democratic elections around the globe, was the culmination of years of research, development and methodology trials in NATO theatre's of war. Afghanistan was one such theatre.

The strategic purpose of controlling Musa Qala was to squeeze Taliban operations in south-western Afghanistan and to form a symbol of Afghan National Army and ISAF strength; the town had taken on iconic proportions, according to British officials.

The commander of the operation to liberate Musa Qala from Taliban control was Andrew Mackay of 52 Infantry Brigade.

Assisting Commander Mackay in shaping the Information Operations (IO), and Psychological Operations (PsyOps), was Steve Tatham, then the Ministry of Defence’s first Director of Advanced Communication Research at the UK Defence Academy's Advanced Research and Assessment Group. Tatham detailed the IO and PsyOP strategy that guided Mackay in theatre. In order to maximise the effect's of the Influence Operations (IO) conducted in theatre; "Mackay was provided a tactical soft-power armoury of background and deployable culturally relevant and nuanced data to help him construct his in-theatre campaign".

Mackay and Tatham would go on to be members of the Influence Advisory Panel. The IAP were specialists in behaviour change operations and provided expertise to the Behavioural Dynamics Institute (BDi), the psychological research wing of SCL Group.

Along with membership of the IAP, both men would go on to form their own company aimed at providing "Information Operations Training & Advisory Services". IOTA Global operated under the SCL banner and provided NATO with an advanced TAA training programme. Andrew Mackay was the Executive chairman, with Steve Tatham the Director of Operations (Europe & Middle East).

In addition to support from the MOD;

"he was taken to meet the executives of the major pan-Arab TV channels in the Middle East. At these meetings he extended a personal invitation to the channels to embed their journalists with his forces."

Arab media would aid the propaganda effort.

"The Arab media duly embedded with British troops. One of the particular issues that we sought to address was the idea of ‘automated killing machines’."

The BBC were brought in to monitor the output of Arab and Afghan media to enable 52nd Brigade to;

"monitor wider coverage of events in the country and provide the Brigade Commander with the opportunity to rebut or address any specific issues"

The BBC and Arab language specialists provide MoD and Brigade Staff a weekly update of themes and issues.

"The team also elected to monitor blogs, discussion panels and websites of organisations and individuals opposed to the British presence."

The final assault on the town began on the afternoon of December 7. Leaflets had already urged the towns inhabitants to stay indoors whilst tactical information operations sought to deceive the Taliban in thinking the attack would come from different directions.

The leaflets were dropped in a specific area, targeting a specific group of individuals, saying, "We are watching you'" a spokesman for the NATO-led International Security Assistance Force (ISAF).

The coalition began a gradual approach of psychological operations on the Taliban, including the phased deployments of manoeuvre units, beginning with Warrior companies, around the town, with pauses in between to allow information operations to take place and have an effect.

Radio in a Box (RIAB) provided by PSYOPS staff, which deployed to MSQ and provided the only local radio station in the town. Ultimately becoming a key source of detailed information to locals it was to become a full time job for the IO staff in the stabilisation team.

On the 11 Dec NATO announced the town’s fall and on 12 December General Moideen of the 3rd Brigade, Afghan National Army entered the town Musa Qala and reclaimed it for the Afghan national government.

With few ISAF soldiers present the event was recorded by the Abu Dhabi TV team placed in-theatre weeks before.

The Afghan face had a Muslim TV outlet.

The capture of Musa Qala representated a victory for NATO in the Afghan conflict, but for Andrew Mackay and Steve Tatham it was the making of a relationship that led them into collaboration with SCL Group.

"They can do radicalization and recruiting on one platform," Squire told Recode. These features also make it popular globally among activists. The app has been used by protest movements (Hong Kong) and extremists (the Islamic State) alike.

Last week, marking a rare departure from its much more hands-off approach regarding American extremists, Telegram blocked dozens of public channels for inciting violence, saying they violated the terms of service. This included a channel that, in the days before the inauguration, showed how to make and conceal homemade guns and bombs. Carried out on behalf of the child's mother who had lost custody, it was found to involve a network of extreme-right supporters who authorities had placed under surveillance.

The girl was eventually recovered safely in Switzerland and French police put out an international arrest warrant for Daillet-Wiedemann, who was living with his family in Malaysia.

He was forced back to France and arrested when Malaysian authorities deported him for over-staying his visa in June.

He was jailed in eastern France in that case.

“I think the intelligence community currently assesses that both ISIS-K and Al Qaeda have the intent to conduct external operations, including against the United States, but neither currently has the capability to do so,” Kahl explained.

“We could see ISIS-K generate that capability in somewhere between 6 or 12 months,” he went on. “I think the current assessments by the intelligence community is that Al Qaeda would take a year or two to reconstitute that capability, and … we have to remain vigilant against that possibility.” Pentagon undersecretary for policy Colin Kahl said ISIS-K could "generate that capability" to attack the US in six to twelve months.

A fascinating experiment into personality and social interaction in which millions of software agents will potentially evolve their own culture is about to be switched on by five European research institutes. The NEW TIES project will be a virtual world populated by randomly generated software beings, capable of developing their own language and society.

The project has brought together AI experts, computer scientists, sociologists and linguists to study natural processes (like language development), and to advance the construction of collective artificial intelligence. “While individual, or machine, learning and evolutionary behavior have been quite well studied, social learning is still an unknown quantity,” says project coordinator Gusz Eiben, an AI professor at the Vrije Universiteit, Amsterdam. “For the linguists and sociologists, the main motivation is to study existing processes in societies and languages.

The computer scientists on the other hand want to develop and study machine collaboration, with an eye on future applications in robotics,” he added.

The NEW TIES world will initially be running across a grid of 60 computers. The virtual world will support about 1,000 agents (artificial personalities) at first, building eventually to millions – each one a unique entity with its own characteristics, including gender, life expectancy, fertility, size, and metabolism. The agents will each have their own distinguishing characteristics to make them recognizable. Some of their traits will be inherited from their parents, and passed on to their offspring, but they will also be able to learn from their own experiences and from each other.

“We are not hardwiring agents,” stresses Eiben. “We are not programming how they behave. Each entity has its own ‘controller,’ analogous to a brain. And because we want to create an interesting controller, we have to produce a challenging world – otherwise there would be no impetus for development. So, in one scenario, we have created a world with seasons – so that the agents have to learn to find, transport and store food. And there are two rival groups, so they will have to learn to tell friend from foe.”

The artificial life-forms will have the ability to communicate, using a native vocabulary of a few simple words like, ‘food’, ‘near’, and ‘agent’. “One interesting question is how they will communicate,” says Eiben. “Naturally, the linguists want to see how they develop a spoken language, but for the AI researchers we will also test to see if there are possible alternatives – telepathy, for example.” Some basic rules will also be given, along the lines of, “if it’s hot, it burns,” but the agents are expected to add to the rule set as they discover new laws of nature.

Eiben said he hoped to eventually scale the world up to 5,000 computers, supporting a much larger population of agents, which he believes will kick-start complex emergent behaviors. Until then, he points to some intriguing results obtained from other platforms. His own findings have established that aggressive behavior increases in agent-worlds as life becomes easier, while an ideal world (ideal meaning maximum survival) has two main attributes: flexibility and mobility.

The project team is also working on a state-of-the-art visualization for its interface, to make its agents more comprehensible to a public well versed in The Sims and other computer realities.

Your Excellencies, Ladies and Gentlemen,

The Covid-19 pandemic has shown us just how devastating a global, cross-border threat can be. Climate change and biodiversity loss are no different – in fact, they pose an even greater existential threat, to the extent that we have to put ourselves on what might be called a war-like footing.

Having myself had the opportunity of consulting many of you over these past eighteen months, I know you all carry a heavy burden on your shoulders and you do not need me to tell you that the eyes – and hopes – of the world are upon you to act with all despatch, and decisively – because time has run out.

The recent I.P.C.C. report gave us a clear diagnosis of the scale of the problem. We know what we must do. With a growing global population creating ever-increasing demand on the planet’s finite resources, we have to reduce emissions urgently and take action to tackle the carbon already in the atmosphere, including from coal-fired power stations. Putting a value on carbon, thus making carbon capture solutions more economical, is therefore absolutely critical. Similarly, after billions of years of evolution, Nature is our best teacher – in this regard, restoring Natural Capital, accelerating Nature-based solutions and leveraging the circular bioeconomy will be vital to our efforts.

As we tackle this crisis, our efforts cannot be a series of independent initiatives running in parallel. The scale and scope of the threat we face call for a global, systems-level solution, based on radically transforming our current fossil fuel-based economy to one that is genuinely renewable and sustainable. So, Ladies and Gentlemen, my plea today is for countries to come together to create the environment that enables every sector of industry to take the action required. We know this will take trillions, not billions, of dollars. We also know that countries, many of whom are burdened by growing levels of debt, simply cannot afford to “go green.”

Here, we need a vast military-style campaign to marshal the strength of the global private sector. With trillions at its disposal – far beyond global G.D.P. and, with the greatest respect, beyond even the governments of the world’s leaders – it offers the only real prospect of achieving fundamental economic transition.

So, how do we do it?

First: how do we get the private sector all pulling in the same direction? After nearly two years now of consultation, C.E.O.s have told me that we need to bring together global industries to map out, in very practical terms, what it will take to make the transition. We know from the pandemic that the private sector can speed up timelines dramatically when everyone agrees on the urgency and the direction. So each sector needs a clear strategy to speed up the process of getting innovations to market.

Second, who pays, and how? We need to align private investment behind these industry strategies to help finance the transition efforts, which means building the confidence of investors so that the financial risk is reduced. Crucially, investment is needed to help transition from coal to clean energy. If we can develop a pipeline of many more sustainable and ‘bankable’ projects, at a sufficient scale, it will attract greater investment.

Third, which switches do we flick to enable these objectives? More than three hundred of the world’s leading C.E.O.s and institutional investors have told me that, alongside the promises countries have made – their Nationally Determined Contributions – they need clear market signals, agreed globally, so that they have the confidence to invest, without the goalposts suddenly moving.

This is the framework I have offered in the Terra Carta roadmap, created by my Sustainable Markets Initiative, with nearly one hundred specific actions for acceleration. Together, we are working to drive trillions of dollars in support of transition across ten of the most emitting and polluting industries. They include energy, agriculture, transportation, health systems and fashion. The reality of today’s global supply chains means that industry transition will affect every country and every producer in the world. There is absolutely no doubt in my mind that the private sector is ready to play its part and to work with governments to find a way forward.

Your Excellencies, Ladies and Gentlemen, many of your countries I know are already feeling the devastating impact of climate change, through ever-increasing droughts, mudslides, floods, hurricanes, cyclones and wildfires, as we’ve just seen on that terrifying film. Any leader who has had to confront such life-threatening challenges knows that the cost of inaction is far greater than the cost of prevention. So, I can only urge you, as the world’s decision-makers, to find practical ways of overcoming differences so we can all get down to work, together, to rescue this precious planet and save the threatened future of our young people.

On 15 September 2021, the European Commission’s President Ursula von der Leyen announced that the EU would implement a connectivity strategy called the Global Gateway.

In her announcement, von der Leyen explained that the EU would build partnerships with countries around the world to drive ‘investments in quality infrastructure, connecting goods, people and services.’

Moreover, in what could be construed as an indirect criticism of the BRI, she highlighted that the EU will take a ‘values-based’ and ‘transparent’ approach to create links and not dependencies in countries.

There has been growing concern about China’s BRI creating ‘hidden’ debt traps in low- and middle-income countries due to a lack of transparency surrounding financing negotiations. The statement by von der Leyen on transparency and ethics is, therefore, significant given the context.

It is unlikely that the Global Gateway initiative will collide directly with the BRI. Instead, it will prove an interesting opportunity for the EU to fill the gaps that the BRI infrastructure doesn’t reach to build partnerships and drive growth.

Of course, the EU is faced with a steep task ahead in successfully rolling out the new initiative. Not only will it require sustained political and economic drive, but it will also need to gain the support of countries in the Global South — which isn’t necessarily guaranteed, given that some have already aligned with the BRI. An Exciting Opportunity for Africa

The Global Gateway initiative could strengthen ties between the EU and Africa, making it a valuable growth partner for the continent.

When discussing the initiative’s goals of deepening trade links and strengthening supply chains, von der Leyen singled out the need to ‘develop new investment projects on green and digital technologies’. By combining the European Green Deal with the Global Gateway initiative, the EU could create a value-added relationship with Africa, with huge potential to develop economies at scale by contributing to the continent’s emerging green and digital economies.

How Will the Global Gateway Initiative Affect EU-China Trade Relations?

In 2020, China became the EU’s biggest trading partner, overtaking the US. However, it hasn’t been smooth sailing for the two economic powerhouses.

Fast-forward one year, trade relations appear to be strained. In 2021, the EU Parliament voted to freeze a huge China trade deal due to tit-for-tat sanctions. The Comprehensive Agreement on Investment was agreed to in December 2020 but has not yet been ratified.

The announcement of the Global Gateway initiative could further shake the boat. By focusing on building stronger investment links with African countries, for instance, the EU would diminish its reliance on China.

Only time will tell the full impact of the Global Gateway initiative because, as we mentioned earlier, the plan is still in its infancy. However, if it does evolve into a tangible, ethical and global project, it would boost the EU’s standing on the world stage as well as drive positive, sustained change in developing countries.
