Raytheon process allows oil shale for sale

Raytheon Co. and CF Technologies think they've developed a breakthrough technology that could help ease the nation's energy supply woes.

The Waltham-based Raytheon and Hyde Park-based CF said yesterday they've jointly come up with a new process that would allow companies to tap into huge underground U.S. shale reserves that can be turned into oil.

The technology entails transmitting radio frequencies into the ground, heating up hydrocarbons in shale and then injecting them with critical fluids that force oil toward wells. The process is cheaper and more efficient than current technologies used to extract oil from shale, Raytheon said. With oil prices now hovering near historic highs, the technology could help make shale extraction more economically viable for oil companies.

There is an estimated 2 trillion barrels of oil in the nation's shale reserves, located mostly in the Rocky Mountain region. Canada also has huge reserves of tar sand, which Raytheon believes its technology could extract oil from as well.

Raytheon said the technology was an offshoot of prior work with CF in defense-related projects.

"We took a (weapons) systems approach to the energy problem," said John Cogliandro, Raytheon's head engineer on the shale project.

Terri Campbell, a portfolio manager specializing in energy at Boston's Eastern Bank, said recent price spikes in crude oil have made shale a more affordable investment for the oil industry. She said extracting oil from shale or sand tar wouldn't solve the long-term energy crisis. But it would help delay the depletion of oil resources across the globe, she said.

The London terrorist bombings are likely to temporarily strengthen President Bush's hand politically at a critical juncture when public support for the war in Iraq has eroded, but the attacks raise difficult questions over whether that war has made the United States more or less vulnerable to terrorism, analysts said.

"There may not have been a linkage between Iraq and al Qaeda, but al Qaeda has clearly made that linkage, and we've been sucked into what I think is a common war," said Timothy Lomperis, a former military intelligence officer now at St. Louis University. 'There is a fusion occurring in what many Americans see as separate-al Qaeda is married to the war in Iraq and it is becoming increasingly one big war."

"Something like this reminds people, 'OK, there really is something to worry about out there,' " said Walter Russell Mead, a senior fellow at the Council on Foreign Relations. "At the same time, it didn't happen here."

"To some extent, the linkage of terror with the Iraq war becomes a self- fulfilling prophecy," said Charles Kupchan, a National Security Administration official under President Bill Clinton. "I think that in the public mind, the attacks will make it easier for Bush to reclaim a certain amount of public support for war in Iraq," Kupchan said. "His ability to link the Iraq war to al Qaeda has proved to be inconsistent with the facts," but "an attack on London will be seen as an attack on the West, requiring that the United States take the offense. Terror fears boost new security gadgets

In the late 1990s, AC Technology had a system to match composite sketches to mugshots. The problem was that "there was really no cash in that cash drawer," said Gregg Gerlach, the company's CTO. Law enforcement agencies simply didn't have the money to buy the system.

But, he said, that all that changed following the 11 September attacks.

The company has adapted its face recognition technology and is one of many companies at the Comdex trade show in Las Vegas marketing their systems for the use in the US government's homeland security initiatives.

Governments open coffers

Business spending - especially on technology - is down.

Companies have slashed costs and are delaying upgrading computers and software until absolutely necessary.

But defence and security spending is up, and both the US and UK governments are exploring face recognition and other biometric technologies to enhance security.

Biometrics uses physical traits such as fingerprints, facial features, or patterns in the iris or retina of the eye to positively identify a person.

Biometrics stocks have risen 130% since 11 September 2001

The UK Home Office is working on a programme to speed entry at airports by visitors from other countries by using biometrics. And the US has mandated that by 2004 foreign visitors will have to carry travel documents with biometric identifiers such as fingerprints.

Biometric scans are being used to provide greater security at airports, nuclear power plants or sensitive government or military facilities.

Access to the offices of US Vice President Dick Cheney is restricted using iris-recognition technology.

It is a nascent industry, worth between $240m to $400m, according to Brian Ruttenbur, senior vice president and equity research analyst with Morgan Keegan & Company. But stocks in biometric companies have risen 130% after the 11 September attacks, he said.

Focus on security

AC Technology is just one of a growing number of companies in the biometric industry. Mr Ruttenbur estimates that there between 250 and 400 companies involved in biometrics. The technology has a strong presence at the Comdex trade fair, taking place this week in Las Vegas. Biometrics companies have their own special section on the floor of the show. And the UK@Comdex booth is highlighting pattern recognition technology developed at the University of York used in face recognition systems as well as the pioneering work of John Daugman, who invented the mathematical algorithms used in all iris-recognition systems.

Companies are building it into all kinds of devices.

The industry is experiencing an initial flowering

HP introduced a high-end handheld computer with fingerprint-based security built in, and one company is selling a tiny flash memory device with a fingerprint-based lock. SAFLINK has a large booth at Comdex demonstrating a wide range of biometric security devices. On one computer, a user must scan their fingerprint to log on. Users don't have to remember a password. But if they step away from their terminal, a proximity sensor is triggered and automatically logs users off, forcing them to rescan their fingerprint to log on again.

No profits, just pilots

However, while governments are rushing to implement the systems, most of the programmes are still in the pilot phase. EyeTicket's iris-recognition system was tested recently at Heathrow to speed frequent travellers from North America through immigration.

But the company's CEO, Stewart Mann said, "I don't know a single [biometrics] company that is making money yet."

However, companies expect the money to start flowing soon. The recent elections in the US in which Republicans gained control of both houses of Congress will help speed the process, said Glenn Argenbright, president and CEO of SAFLINK. And on Tuesday the newly reconstituted Senate approved President Bush's plan to create a Department of Homeland Security by a vote of 90-9.

But Mr Ruttenbur expects a dramatic consolidation in the industry. Companies that have early wins on key contracts will survive, but Mr Ruttenbur predicts that of the several hundred biometric companies, only about 50 will remain in five years. - BBC

Head of visitor tracking program wants global ID system

The head of the Homeland Security Department's visitor tracking program on Tuesday called for the creation of a "global ID management system" to make travel easier while enhancing security.

Jim Williams, director of the US VISIT program within DHS, told attendees of the National Business Travel Association's annual meeting he is aware of the plight of the business traveler. Even he, despite his senior position in the department, once found himself temporarily unable to board a plane because he shared the name of an individual on a terrorist watch list, he said.

Williams said he wants to join forces with several DHS agencies to develop a global identification system that would cut wait times, reduce government fees for travelers, fight illegal immigration and, perhaps paramount, better defend nations from terrorists.

The US VISIT chief, who already oversees identity inquiries for nearly every visitor who enters the United States, said a worldwide identification system will better link nations in the fight against terrorism. In his speech, he likened al Qaeda operatives and sleeper cells - including the ones that attacked on 9/11 - to "submarines" that must surface to kill.

"In order for them to do what they want to do, they have to travel," Williams said.

He did not specify when, or how, the proposed global program would be implemented.

Williams suggested that a biometrics identification system might be used to better track travelers to the United States. A similar program is being tested in Great Britain, where such physical characteristics as fingerprints or iris scans are being tied to national identification cards. Proponents say it can cut the odds of success for immigration fraud.

Any program that can successfully ease both financial burdens and wait times for travelers will be welcomed with open arms, said Hank Roeder, vice president of global operations for the National Business Travel Association.

In his speech, Williams said an American version of the global ID plan would likely require the cooperation of US VISIT, the Customs and Border Protection bureau, the Transportation Safety Administration and U.S. Customs and Immigration Services, all under the DHS umbrella.

A TSA official declined to comment, saying the agency has no knowledge of the proposed plan. CBP and CIS could not be reached for comment.

A cartel is a group of legally independent producers whose goal it is to fix prices, to limit supply and to limit competition. Cartels are prohibited by antitrust laws in most countries; however, they continue to exist nationally and internationally, formally and informally.

OPEC is a cartel-a group of producers that attempts to restrict output in order to keep prices higher than the competitive level. The heart of OPEC is the Conference, which comprises national delegations, usually at the level of oil minister. But OPEC is an unusual cartel in that one producer-Saudi Arabia-is much larger than the others. That is why the Saudis are the "swing" producer. When prices start downward, they cut their production to keep prices up. One reason the Saudis have behaved that way is that departures from the official prices impose larger total losses on them than on other OPEC members in the short run. Because other producers have huge incentives to produce in excess of their quotas, the Saudis, in order to defend the official OPEC price, have had to reduce their sales dramatically at times.
